I have thought long and hard about this issue, and I have reached the conclusion that there can be no fairer solution to the immigration question of our times, than a comprehensive solution.  We need a plan that deals with citizenship path, guest workers, enforcing our borders, and providing for the acquisition of the English language by the new members of our great nation as soon as possible.  We are a nation of laws, and so there should be some penalty for those who have illegally crossed the borders into our nation, but those penalties should not be so punitive that citizenship is foreclosed.  With the estimated 12 million illegal aliens in the United States, I do not support a general amnesty; we did that once before, but I do support the idea of a violation fine.  And, I believe the funds from that fine should go to pay for needed education scholarships for people who came to America legally and to middle class Americans in need of financial assistance.  These fines should be specially earmarked as coming from the Comprehension Immigration reform package, so that when an American or Immigrant who came here legally, uses these funds for the education purposes they are earmarked, they will know Congress did right by their demands to do something about the illegal Immigration problem.
