Several elections cycles back, starting in 1998, Mr. Johnson began to craft a piece of legislation designed to address what he believed were the needs of the 2nd District and the nation in developing and maintaining a high-tech, high-wage economy.  This piece of legislation is called The American Workers Employment Security Act. 

This original piece of legislation promotes high technologies, environmentally friendly technologies such as solar power, and other space based technologies from a practical, philosophical and constitutional framework.  The entire legislation should be taken as a package; for in the package is contained Mr. Johnson's vision for the 2nd District and our nation for the first quarter of the 21st century.


The American Workers Employment Security Act
AWES: The American Workers Employment Security Act -- Bullet Points.

1. Refund Educationally related expenses for students who maintained a B average or better in the hard sciences or a second language

2. Promote development of a Solar Power Infrastructure to enhance American energy independence.

3. Elevate NASA to Departmental Status

4. Eliminate the sales tax on any company that transfers units of resultant space technologies to the market free within market within 3 years of development.

5. Promote tax breaks to companies that have at-site or on-site daycare facilities.

6. Establish a National Teacher Certification procedure starting with the sciences.

7. Set in motion the 28th Amendment to the Constitution to make it a constitutional right to engage in any reasonable activity in space, to help enhance America's economic and military superiority.
